The Hongkong General Chamber of Commerce have today
handed me a letter making detailed criticisms of the demands on
China by Japan and asking me to represent to His Majesty's Govern-
-ment their opinion that these demands are subversive of China's sovereign rights in many respects. They infringe the policy of the open door and equality of opportunity. They involve special privileges to the Japanese which are not compatible with Treaty rights of England and other Powers. They are inimical to British interests and threaten the prosperity of this Colony.
I agree with this opinion and would ask you to be good enough to forward the views of the Chamber to the proper
quarter.
The Chamber has sent a copy of their letter to H.
B. M.'s Minister at Peking. I, therefore, am refraining from telegraphing their detailed criticism which will follow by mail.
